The city
News
City news and notices — every one of them as text, in both languages.
These 6 notices are real. Every headline, date, hour, address, phone number and quotation is the City of San Juan’s own, retrieved from sjtx.us on 7 September 2026 and reproduced here rather than invented — which makes them the one part of this proposal you can check against the city itself.

Why these six
All 6 of them appear on the city’s own front page as nothing but a poster — a picture with the date, the hour, the address and the telephone number set inside the pixels. So does every other notice there: ten out of ten. And each of those pictures carries alt="", the attribute that tells a screen reader an image is decoration and should be skipped. A screen reader reads nothing from them. A search finds nothing in them. They cannot be translated, and they blur the moment anyone enlarges the page.
To be fair to the city: open the item itself and the text is there, written properly. That is what is reproduced above. The front page simply does not show it, and the front page is where most people stop — so the fix is not a plugin, it is showing the words the city already wrote.
Nothing on this page is an image of text. A notice that only exists as a picture of a flyer has not been posted to most of this city.
