Where this came from

This is the district's own record, not a reconstruction. The agenda was read as text from the district's BoardBook posting; the minutes are published only as a scan of paper with no text in it, so they were recovered by character recognition and then read against the image line by line. Both of the district's own documents are linked at the foot of this page.

The agenda, item by item

  1. 1 Roll call and establishment of a quorum

Six trustees present, one absent. Vice-President Yadira A. Barrera determined that a quorum was present, that the meeting had been duly called, and that notice of the agenda had been legally posted in accordance with the Texas Open Meetings Act, Chapter 551.

Transcribed from the district's own minutes, which are published only as a scan of paper with no text in it. The scan is linked at the foot of this page; this text was read against it.

  2. 2 Public comment

None. The minutes record the item and record that nobody spoke — which is itself worth publishing, because it is the difference between a public that declined to speak and a public that was never given the chance.

  3. 3 Closed session under Texas Government Code § 551.074

    In plain language

The board went behind closed doors to discuss two personnel matters. It is allowed to do that. It is not allowed to decide anything there, and it did not.

    A) Discussion regarding the resignation of Ricardo Perez from the Roma ISD School Board of Trustees. B) Discussion regarding the reorganisation of board officers. The minutes record, for each: “No Action Taken in close session.” The board convened in closed session at 6:01 p.m. and returned to open session at 8:07 p.m.

  4. 4 Acceptance of the resignation of Board President Ricardo A. Perez

Taken in open session after the board returned at 8:07 p.m.

  5. 5 Reorganisation of board officers

    In plain language

With the president's seat empty, the board elected all three of its officers again, one at a time, from the floor.

Vice-President Barrera opened the floor for nominations for president. Trustee Jesus Rios, Jr. nominated Mary Lou G. Cruz. Once elected, President Cruz opened the floor for vice-president, and Trustee Karina Mascorro nominated Yadira A. Barrera. How each trustee voted

Texas law requires the minutes to indicate each vote. It does not require the district to record how each individual trustee voted. Roma ISD records the roll call on every motion anyway — that is the district's own choice, and it is a stronger commitment than the statute asks for.
