One platform the district owns
What this is, what was measured, what is real in it, and what it would replace.
What this is
This is a working proposal for Roma ISD built by Pragmatic Business Solutions. It is not the district's website and the district does not operate it. It was built to be looked at rather than described: every page here is real HTML the district could serve tomorrow, in both languages, and it is the same build that produces the board record and the bus map.
The one thing that was measured
Roma ISD does something most districts do not: it records how every trustee voted, by name, on every single motion. Texas law does not require that — § 551.021(b) asks only that the minutes indicate each vote. The district goes further, voluntarily, and it did so on every motion in every set of minutes checked here.
Then it publishes that record as a photograph of a page. Every one of the 23 sets of minutes on the district's BoardBook archive is a 200-dpi bitonal fax image with no embedded font and no text layer. Run a text extractor over a four-page set and it returns four characters — the page breaks, and nothing else.

So the district already does the hard, expensive, discretionary part — and then throws the result away at the last step. A parent who reads Spanish cannot translate it. A parent with low vision cannot enlarge it. A screen reader announces an image. A search engine indexes nothing. The work was done; only the publishing failed.

What is real here and what is not
Real: the district's name and seal; all 13 campuses and centres with their campus numbers, principals, addresses, telephone and fax numbers and email addresses; the 9 rated campuses' 2025-2026 grades, scores and distinction counts; the district's A with a score of 92; the School FIRST A with a score of 98; the Comptroller Transparency Star; the enrolment of 5,917; the superintendent, the seven trustees and their offices; the department directors; every campus coordinate on the map; and every agenda item, motion, mover, seconder and recorded vote on the three published meetings.
Demonstration data: the per-campus enrolment figures, which are apportioned from the district's real total of 5,917 and sum back to it; and every bus, route number, position, rider count and arrival time. Each page that shows one says so on the page.
Everything in the first list was fetched from the district on 7 September 2026 and kept. The harvest — the pages, the agenda PDFs, the scanned minutes and the geocoded addresses — sits beside the code that renders it, so any claim on this site can be traced back to the document it came from.

Built to be readable, and checked that way
- Every colour on this site is measured off the district's own Gladiator seal — the black field, the red, the silver of the rim — and every text pair a reader sees was run through a contrast check. Body text is 16.1:1, which is WCAG AAA.
- Every page is checked at build time for a unique title, one h1, no skipped heading levels, alt text on every image, a label on every control, a skip link, and no broken internal link. The build fails if any of that breaks.
- The reader can enlarge the text, raise the contrast and reduce motion from the top of any page, and the choice is remembered on their device.
- Nothing on this site loads a third-party script. The one page that shows a map serves the map library from this host and carries its own security policy.
