Roma is a river town whose historic district is a National Historic Landmark — nineteenth-century brick and sillar architecture standing on a bluff directly above the Rio Grande, which is not a view you get anywhere else in the Valley. Its calendar is small and parish- and school-driven the rest of the year, and it peaks between November and March when the birding season and the Winter Texan season overlap.
Roma's only close neighbor is Rio Grande City, and together they are the upriver Valley. The detail you would only know from standing there: almost everywhere else in the Valley the river is a thing you cross, hidden behind levees and brush. In Roma you look down on it from the middle of town, and that single fact is why the historic district and the birding site are the same place.
